My guess—any chemical you use to alter your body or state of mind constitutes as a drug. Therefore, if you huff glue or paint, you are using a chemical to get an altering effect.

As it is glue, its not a drug by itself.
Getting high on sniffing the fumes means abusing it as a drug and you get:
    Drug abuse

any chemical that alters your physiology is a drug.

The weed plant is not a drug but THC is.

The vapors from the chemicals in glue, when inhaled, make your brain loopy and therefore huffing or sniffing is an abusive drug behavior.

Sniffing glue puts chemicals into your body that would not normally be there that affect how it functions, and how you feel (high, buzzed, etc). That is exactly what drugs do. And what alchohol does.

And huffing also has one more effect: it is very toxic to your body.

You are sniffing stuff in the glue that cuts off oxygen to your brain. If you do it enough times it will give you the same effect of having been born with a severe brain defect all the time. It may not technically be drug abuse but it is a good way to kill yourself.

Glue is not a drug. But sniffing any chemicals, including glue, areosol cans, gasoline is more dangerous than doing any recreational drug. Inhalants like these cause more permanent brain damage and neurological problems than all other drugs combined.
