for narcotic possession definitely rehabilitation. they can’t focus much more on retribution with supermax prisons.

    both, they need to be rehabilitated in order to rejoin society, rehabilitation is essential

    Retribution is never right. Rehabilitation is often not possible. The realistic answer is try to rehabilitate those who might be made whole, and warehouse the evil bastards that are hopeless and execute the recidivists. My question for you, is it more important to rehabilitate the small percentage of the population who commits criminal acts, or to protect the large percentage of the population who does not?

    I think that the real issue is not retribution, that can be as evil as the crime it is designed to “correct”, but rather the protection of the general public.
