Project SAM, founded by United States Congressman Patrick J. Kennedy, is a bipartisan alliance of lawmakers, scientists, organizations, and individuals dedicated to a health-first approach to marijuana policy. Project SAM aims to move beyond simplistic dichotomies of "incarceration versus legalization" and instead focus on practical changes to marijuana policy that neither demonizes users nor legalizes drugs.

The briefing will present an innovative approach to promote the education and health of our Hawaii citizens around marijuana. The agenda will include updates on Colorado and Washington states’ implementation of recreational marijuana use, the latest science on marijuana effects on the brain, and discussion of new drugs that may highlight the therapeutic benefits of marijuana.

Members of the SAM team include:

•Dr. Kevin Sabet, the former senior advisor to President Obama on drug policy (2009-2011) and the Director of the University of Florida’s Institute on Drug Policy. Dr. Sabet is the national spokesperson for sensible health and science based marijuana policies and has appeared on national television and radio talk shows. His new book, Reefer Sanity, which addresses the 10 marijuana myths, is now available.

•John Redman, Executive Director of Californians for Drug Free Youth (CADFY), Inc; a statewide alcohol, tobacco and other drugs prevention organization. Mr. Redman speaks to the detrimental social and environmental effects of marijuana decriminalization and legalization efforts in California.

•Dr. Darryl Inaba, an internationally known expert on drug abuse and addiction from Oregon will join the national team. Dr. Inaba, author of substance abuse primer, Uppers, Downers and All Arounders, will present on the health and mental health consequences of chronic marijuana use on adolescent brain development and serve as the treatment expert for the community education panel. He has been to Hawaii numerous times to visit his family and to provide substance abuse training and education.

Also included will be Keith Kamita, Chief Investigator for the Narcotics Enforcement Division, Chiefs of Police from island counties (invited), and Alan Shinn, Executive Director for the Coalition for a Drug-Free Hawaii and SAM Hawaii.
